Who is obliged to register with RENTRI?

Enrollment in the RENTRI is mandatory for a number of entities involved in waste management. These parties must record all operations related to waste generated, transported and disposed of.

Obligated categories include:

  1. Initial producers of special waste: These are those who generate waste in the course of their production activities. These wastes can be dangerous (such as some chemical or medical wastes) or non-hazardous (such as industrial processing residues). Producers of special waste include the following Industrial, craft, construction, health, agricultural and commercial enterprises.

When does RENTRI go into effect and what are the scadences?

The RENTRI is operational as of Dec. 15, 2024, with the phased introduction of mandatory registration for businesses, divided into three stages based on the number of employees and the type of waste handled.

Stages of compulsory enrollment

  1. December 15, 2024 to February 13, 2025:
    • Companies with more than 50 employees Who produce special hazardous waste.
    • Manufacturing and craft enterprises with more than 50 employees Producing non-hazardous waste from industrial processing.
  2. June 15, 2025 to August 14, 2025:
    • Companies with 11-50 employees Who produce special hazardous waste.
    • Manufacturing and craft enterprises with 11-50 employees Producing non-hazardous waste from industrial processing.
  3. December 15, 2025 to February 13, 2026:
    • Firms with fewer than 10 employees Who produce hazardous waste.
    • Producers of hazardous waste not falling under the category of enterprises or entities.

The platform is active and allows early access, so interested companies can register for RENTRI at any time, meeting the specified deadlines.

It is important to note that, as of Feb. 13, 2025, all operators, including those not required to register with RENTRI, will have to use the new Form and Loading and Unloading Register templates available on the RENTRI platform. Old models will no longer be valid.

Penalties for failure to register or compile

Failure to register or incorrectly filling out the RENTRI can result in significant administrative fines, varying according to the type of waste handled and the severity of the offense.

Penalties for failure to register for RENTRI

Companies that are obliged to register with RENTRI and fail to do so risk administrative fines. For non-hazardous waste, the penalty amount ranges from 500 to 2,000 euros. For hazardous waste, the penalty ranges from 1,000 to 3,000 euros. It is important to note that in case of RENTRI entry within 60 days of the deadline, the penalty can be reduced to one-third of the original amount.

Penalties for failure or incomplete transmission of Data

Failure to submit or incomplete submission of data to RENTRI will result in administrative fines similar to those for failure to register. For non-hazardous waste, the penalty ranges from 500 to 2,000 euros, while for hazardous waste ranges between 1,000 and 3,000 euros. Again, if the transmission is made within 60 days of the deadline, the penalty may be reduced to one-third of the original amount.

Penalties for failure to keep a loading and unloading register

Failure to keep waste loading and unloading records is subject to administrative fines. For non-hazardous waste, the amount of the penalty ranges from 2,000 to 10,000 euros. Per hazardous waste, the penalty ranges from 10,000 to 30,000 euros.
